I'm Totally mesmerised by this one...

I bought this small item yesterday and am totally mesmerised by it. It's only 1.3/8" tall. Glows under any light including natural and one side is clear so looking into it is like looking at a lake in an ice cave. I know it's modern but the mark is very worn and am hoping someone recognises it from what I can tell you. The mark is printed in gold on the green baize bottom. It is two concentric circles with the writing inside the rings. All I can make out is that one word probably ended in nian. In the centre of the circles seems to have been lines radiating out. I just love it. Any help gratefully received.
