Blue speckled vase, more cellophane glass ?

Any thought's on this one please?, a polished pontil and base wear.

7 inches in height, 3 3/4 inches across the rim and 3 1/4 inches across the base.

It's not what we describe as "cellophane" glass, (Frank's description, to give him the credit he deserves).
The name came from the fact that it contains blobs of clear coloured glass, which reminded Frank of the cellophane wrappers on chocolates.
