I'm afraid my first thoughts were that is is very similar to some quite well made blue ones from China I see that are often mistaken for Mdina.

You certainly caught us all out with this! ;D

Are we talking 90s here? That might help indicate who made it.
The random strips seem similar to a technique used by WWalker and I think he mentioned 1990s for one of his vases iirc.

Not sure of the date m, whether early 80s or late 90s, I'll email Gwyneth Ashcroft as she did designs for them prior to 1986, it may be one of hers I'll let you know,  ;D ;D

Have heard back from Gwyneth and she doesn't remember ever seeing a paperweight like this so I'm presuming it is late 80s into the 90s, best I can do  ::) ;D
