They look just like "The Kelpies" -
(which look absolutely nothing like kelpies).

I'd say that is a pretty scarce thing, Gary.

The basic weight was Special Edition PP67, made in years 1983/84, signed with a "P" cane to the base.

Maybe there was something a tad wrong with this one and it was converted to a pin dish.

yeah I seen the pp67 in my book but this has different canes design and colours but the picture canes are the same and in same order as the pp67 weight but as I say all the rest of the canes are different as is the lay out , also in one of the books it mentions that the pin dishes were made with all different designs in them

Canes within a design can, and do, differ. It is the overall design / pattern that counts, not the colour or type of the millefiori canes.

For the PP67, the text in The Complete Guide to Perthshire Paperweights (1997) states: "Medium concentric millefiori weight with a central colored picture cane of a horse's head and four other silhouette or colored picture canes on a translucent ground. ...".  The description does not even specify the number of rows of millefiori canes nor their relative size. However, your example is identical to the book example in number of rows and relative size of canes.

Not sure what you are meaning by "the layout" being different.

Which book comments on "all different designs" in the pin dishes? I guess it simply means that pin dishes could be found with any of the PP Design configurations.
