Mystery 2-handle clear glass bowl

Can anyone help identify this bowl? It is 9  3/8 inches wide, 11 inches across the handles and about 3  1/2 inches tall.

Thanks a lot for the information, but I'm still a bit confused. I looked at Crow's Foot in several books but none of the photos look like this piece. This has the Crow's Foot-style raised parts to the glass inside, but none of the examples I could find have the etched (?) floral patterns on the outside. Also, none of the handled pieces have handles shaped like these handles.
