Topic: Two Cobalt Paperweights, Whale & Frog Id needed Circa

Hi, I believe these two cobalt glass items are suppose to be paperweights, but I'm not sure.  

The whale measures: 5" long & weighs 11 ounces, smooth finish
The Frog measures: 4" long & weighs 8 ounces, textured finish
I would like to know their age, maker, and if indeed they are paperweights.
