It looks molded. There is a mold line down the middle.

Goebel Charlottenhutte W, Germany, by the looks of it. 
Lovely detailed little pieces.
Sometimes come as frosted glass as well. :)

If you have a moment,  may we see a picture of the base please? 
Sometimes these figurines have a label,  but sometimes they have a very feint etched mark... hard to see in many cases. :)
