Old cut glass spirit glass help please

Hello there here is another off the ten pence shelf that i picked up Saturday, it reminds me of a Georgian barrel spirit glass from a book i was reading recently "English Table Glass by Percy Bate" plate XL, it has no wear and a slightly concave base that has what looks like very fine arched lines across it like its been held against a grinding wheel but the base in concave so i have no idea how they have got there, there are no seeds, it's uneven in shape and thickness, Percy's photo's considering there 101 years old are much better than these i think i need to invest in a new camera.

It's 2 inches in height and 1 1/2 inches across the rim.

Looks like a toothpick holder or (more likely) a mustard pot missing its lid. Bases can be ground concave

with a rim like that it is no drinking glass. I would think it may have been a table lighter at one time.

It has a similarity with the design of a Mills Bomb (hand grenade) shape - they had this incised lattice pattern on the surface - but if it's without any wear, then hard to imagine it belonging to the C19 or even early C20.           Might it have been a cigarette holder for the table?
