Hi, new to this site. 

Would be very grateful if anyone could help with deciphering the signature.

It appears to say ANSeeroguil  /ANS*erogu*  I've spent hours googling, and tried with AN as initals and Seeroguil / S*erogu* but have come up with nothing !

It could help if you can add a photo of the whole weight and also info on size (diameter and height).

It measures approx 3" wide and stands about 2.5" tall.

Thanks Liane for providing the dimensions and full view images.

It is just a gut feel, based on an example weight I have somewhere at home, but your weight may be from Romania. The weight I have was made by Mihai Topescu - I don't think that is the signature on yours but the twists and loops of the decoration are what sprang to my mind.
