Can someone clarify this french flask is by baccarat

Hi All just picked this beauty up I think poss 1860s French but regards maker not 100% certain it's by Baccarat.  Mould blown polished off pontil to base with raised looks like pansies and leafs draping down the neck.  Guilding and pastel beige enamel decor.  Would have had a stopper but bit large to be a perfume bottle at 7" tall so assumed it was a flask.  Oplaine glass marked 3 in gold to the base and number 27 wheel cut along edge of foot base. 

Any suggestions most welcome Chris
