mystery glass block - ID = R. M. Yates, Cleveland, Ohio

can anyone identify this large etched glass block.  On one side is a whaling vessel with whalers manning the oars, on the other side is a large whale breaching the water.  I am not sure it is Scandinavian, but is came from the boxes I have brought out of storage after 20 years, so it may well be.  Any help would be greatly appreciated.  The block is 7.5" x 7.5" and 3 inches thick.
