Art Nouveau Vase Ident.

Can anyone shed any light on this piece please.
I'm not sure if it would perhaps have had a silver? collar around the top ?
Height : approx. 23cm
It also looks as tho' the matte surface on the outside would scratch-off ?

My guess would be Czech. The neck is too short to have had a collar; it may even have been cut down. The finish is glass frit melted onto the surface and smoothed and then frosted by acid etching or sand blasting. Nothing will scratch off
