Yes, it is. I assume the colour is clear? In which case, it will be full lead crystal, normally shortened to FLC, in Whitefriars terms.
However, your pic is tiny and does not blow up well for us to see it properly.

to help with resizing and posting pics - you just need to find the right lot of instructions for whatever systems you are using.
