unusual paperweight

Hello

I have what I think is a paperweight. It is a cylindrical solid blue glass rod with brass caps at each end. It is around 25cm long and the rod has a diameter of around 1.5cm. Not seen another online etc. It has some age to it and I imagine it is early to mid 20th century.

Any comments would be welcome. Please see images.

It,s actually a ruler, for line drawing rather than measuring, they were made in varying materials.
