VICTORIAN GREEN AND ENAMELLED GLASS PITCHER

Help please. I got this today. It is 12.5" tall and enamelled. IOt used to have gilding as well but most of that has gone. The base has a rough snapped off pontil and is engraved number 12. The stopper is also engraved with a matching 12. Any ideas of where it may have been made?
