Satin glass jug - any ideas ??

Hiya, can anyone help me to identify this glass jug - its (i think) satin glass and its blue at the base fading to a creamy white at the top but it is also Vaseline as it glows a beautiful green under uv light  - there are some hand painted flowers on the front - any idea who made it & what age it could be? - its hand blown as there is a rough pontil mark underneath - any information greatly appreciated, i have put 3 photos for you to see

I doubt it is English. US or European sems more likely to me.
