Who or what is S.W.B. in paperweight that seems Scottish?

I'm asking if anyone can target the maker of this paperweight based on the description in this eBay auction. The weight looks Scottish and is reportedly, according to the seller, signed S.W.B. The photo of the signature cane is not superb.

Made by Peter McDougall for Ray Metcalfe of Sweetbriar Gallery. The gallery's 'own' cane for commissioned pieces is SWB. The weight costs £10 + p&p from Ray.

Felicity bought one of these from Ray at the Perth conference last year, Ray had a stall there. It was her first paperweight!
