Help id this mark on Hand Painted Milk Glass Vase Please?

Hi!  The vase is 14.5 inches tall.  The glass reacts under uv light.

Thanks for looking Frank!  I'm not familiar with Hartman?  Is that a book of glass marks?  I'm wondering because it seems this mark is like many found on porcelain items.
