glass topped sword/stick cane

these are the best photo's i can get of this wonderful facets , the handle belongs to a Victorian sword /stick walking cane, the facets are all over the glass handle and only about 3-4mm across and the whole surface has been done there are also controlled bubbles inside and under UV light it glows a very light green, anyone know who the maker might of been?
