panel cut Japan

Just a curiosity I've run into today. Panel cut and polished pepper and salt on a little tray. All three marked Viking. Complete in the original box. Is this the New Martinsville Viking, and is it late fourties?

Looks like an importer to me, unrelated to Viking glass.  Here's a listing for a Viking Imports Japan porcelain mustache cup!
