Sea Creature???

Had this for a few years and do not remember where it was bought.
It is clear with internal bubbles as if rising from the bottom.
The creature/serpent is spun around the outside of the main body of the weight.
The signature is unknown to me...it is not dated.
Would like to know the maker and if this is a difficult process or just a novelty item.
Whatever it is, I do enjoy looking at it.
I guess you could say it is just an average size weight.
