Hi Tony - it's Rose Panels. The maker has never been attributed. I have always suspected it could be mainland Europe, but the item has not been seen in any catalogue yet.

I have seen attributions made to Eda (Sweden) but there is absolutely no evidence whatsoever, to support that.

Maker unknown.
