Pressed glass plate - eagle and stars

Any ideas on this piece of pressed glass - I have no idea even where to start.   :-[

I can post a close up of the eagle if that helps at all.

It is a version of the Great Seal of the United States.  The stars at the top represent the original 13 colonies.

But it isn't exactly like the Great Seal and is more like the US Presidential seal but that wasn't used until 1880 by President Hayes so it would have had more stars around the perimeter.

The current Presidential seal has 50 stars.

I have no clue who made it or if it is even American.

Thanks Connie, I know what you mean, I bought it thinking it was American, because of the 13 stars, but when I looked at it in more detail, something about it looks sort of more continental, do you know what I mean? After all Germany made stuff for all over the world.

 I wondered too about the flower and pineapple motifs around the edge?  Are they an American motif or more a European one?

Just my instinct, but I don't think it is American.  The use of pink glass for this type of pressed glass item was not popular in the US, also the lacy edge doesn't seem "American."

I *think* that it is European made possibly commemorating a US event???

The other thing I noticed was the eagle is not holding the appropriate number of arrows.  There should be 13 arrows and 13 olive branches in his talons.

Can I see a close-up of the edge motif?  I don't recognize them as American symbols.
