Hoping someone recognizes this paperweight & knows if it's Italian or made in another country.

I can't be absolutely sure, but I reckon that this is from mainland China, probably made in last 5 to 10 years. The use of bright primary colours for the canes is typical. There are examples of other items with internal decoration like this in a Zibo Zhaohai trade catalogue I have from 2000.

I concur, Chinese or other South Asian (Taiwan).  The Chinese glass website is fascinating.  It's so low quality that it must sell for nothing.  Pity the poor Chinese glass blowers, who probably earn 20 cents an hour for their labor.
