Date and Origins of Milk Glass Hand Painted Ewer pretty please?

Any guesses on age or origins of this ewer/cruet? Almost 7 inches tall, ground pontil, no uv reaction. Floral decor and Applied handle are hand painted.

The inside of the neck isn't ground, so maybe it didn't have a stopper? Is more properly called a decanter, ewer or cruet?
