Caithness, one stopper too many

I have this decanter set made by Caithness and there are two stoppers with it. Okay, I can deal with that, but they're both different from each other.  ::)

Am I right in saying that the thinner one can be used as a glass to drink out of?

I just can't think why they made two different ones. Perhaps they thought the thinner one might get chipped easily.

Is it unusual to find two stoppers in a set? They both fit perfectly.
