Can anybody tell me the reasons, why this item is antique St.Mande???

Hi Lothar

I think the canes (particularly the fragment of a shard rose cane) are typical of those found in St Mandé pieces, as are the colours (especially the rather dull dark blue).  The base shape and treatment looks like St Mandé, although it is not easy to tell from the base image.  It is very small, but so are quite a few St Mandé paperweights. I would not argue with the attribution.
