I acquired this paperweight last Winter, and have since been trying to find one like it to get a sense of value. I have the original box and certificate indicating that 150 hourglass paperweights were reserved in 1980 for the U.S. (And, while I'm thinking about it, I'm not really sure what that means. Were others made but only 150 issued in the U.S., or...?)

There's some kind of sticker on the item. Can you take a close-up photograph of it, or report exactly what it reads?

It's a round gold foil label that reads "Crystal St. Louis France"

your beautifull hourglass is also shown in "The Art of the Paperweight - St. Louis" by Gérard Ingold.
In total 300 pieces where made, from which 150 where reserved for distribution in the USA.
Some weeks ago, I was in the Baccarat & St. Louis area and visited also the Centre d´Art Verrier (ciav) in Meisenthal. There is a hourglass like yours on display. I was told it is worth something between 1.500 and 2.000 $ depends on his condition.
