Mark was used circa 1930, full name Cristalleries de Vannes-le-Châtel et Moselle. Est 1765 - Meurthe et Moselle. Now producing utility glass.

I have one on large purple piece with that mark which stylistically can only be 50s.
Vannes is the main production site for Daum and Sèvres glass - call it utility si vous voulez

Can you show a picture of the piece. Rechecked Hartmann and they remark this mark as etched and unbroken by a stencil, whereas yours is sand blasted with a stencil.

There is another mark used without the ART and a slightly different style with similar examples from c1930-1990. So it is likely that both marks were used throughout as Ivo suggests.
