Definitely not Scottish. it looks Italian to me. The Italians are very fond of making aventurine cushions like that. That blue band is a trifle unusual. Possibly Fratelli Toso.

Thanks Glasstrufflehunter  for that , but it is not aventurine on the base but a mottled orange

The way it photographed it looked like aventurine.  :P I have an old Fratelli Toso with an 'orangey' looking base which is aventurine that did not quite crystallize so it looks sparkly. Instead it looks kinda orangey and when the light passes through it it has a bit of a greenish cast.

I still think it's Italian because of the chunky canes. Looks like older Fratelli Toso
