I have seen a number of fairly similar weights. I think these could have been made anywhere in the Belgium / Alsace / Germany / Czech Republic area. As it does not appear to have a flat polished base I would guess it is more than 30 years old.  Also, immigrant workers to the US may have made similar designs there.
