Title: the maker for this object/candlestick/bowl that looks very Czech to me?

Hi good people, I am sure you know what this is

the base has a very small hollow where the blue drop ends.

Though your candleholder may have been made in the 90s, the design is earlier.  A similar 'object', designed by Hospodka, can be seen in the  1964/12 (https://picasaweb.google.com/Jindra8526/Glasrevue196412?authkey=Gv1sRgCITis_SdvuaKEg#5442547911871566978) edition of the Czechoslovak Glass Review, accessible from Jindrich's Czech Glass website ( http://www.cs-sklo.cz/ )
