Title: Pretty Spotty splatter vase embossed Czechoslovakia on base

lovely little vase for 99p on ebay ;D
Its 6 1/2"  16.5cm, blue base glass, 2 mould lines, covererd in spots of glass/enamel,
i presume then heated and rolled? On the base is embossed Czechoslovakia, tricky to read in all
the splodges.
I think its got good age to it, and its nicely made and finished. Any suggestions?
