Looks like the gentleman from Boom, Paul Heller, doesn't it?

Typified by the cluster of horizontal rims, the rather tacky painting (sorry, Frank), and the basic shape as well as the gilded rim.
Does not show the typical feature of a wavy rim, but you can't have everything!
Didn't find this particular 'pattern' in the book, but that's not surprising.

My guess it's either from Boom, or from a small studio up the river at Laken.

I would think much later; Barbini Martellago (the main producer of high enamel and gold in Italy) did not start his terzo fuoco production until 1964. You cannot with certainty exclude the possibility that one of the Czech works is responsible. Terzo Fuoco is not a technique known from Belgium.

Can I be a klutz and ask for some more info about 'terzo fuoco'.
what is it, and why is it different to Boom's technique?

It's not a term I can find in my A-Z of Glass, but maybe my eyes are squiffy from the magnifying glass!

Terzo Fuoco (fired three times) is the enameling technique for thick enamel in combination with gold. It requires that a piece be fired three times with very careful temperature control; one for the regular annealing, one for baking the enamel and one for firing on the gilding. The technique is widely in use in the Czech republic where most raised enamel pieces originate from; it is technically identical to the Italian produced items, though stylistically there are some differences.
