Thanks for nice blow-up-able images, I suspect it might be Dartington, but haven't seen one in amber/brown cased glass before. I shall dig a bit.

Somewhere stashed away in my home I have the same decanter in blue.  I bought it new  in Germany in 1976, but I can't remember where.  It was a small glass factory between Frankfurt and Nuremberg.

Hmmm, I think the stopper looks different to the Dartington one, the colour throws me too.
This is the Dartington design:

It is what is described as a Ship's decanter - the wide flat base is to stop it tipping over in stormy seas.

Here's mine in cobalt blue.  The measurements match the one on ebay, except for the stopper Mine is 5.3 cm, the same size as the top rim.  My wife doesn't remember where it came from.  I am fairly certain of the provenance, but one's memory does change with age.

Given the colour and the quality, I would suspect something like Krosno, or another similar good Polish maker.
I wouldn't neccessarily trust auction attributions without labels or marks.

Again, no label, no mark.
We need to find out if Dartington made these decanters in colours other than clear before jumping into an attribution. Many attributions on auction sites are just wishfull thinking.  ::)
Is the stopper on yours exactly the same? It's not too easy to tell from your images.

The stopper looks different (taller neck) from that in the coloured decanters.

Yup - the stopper on that is the same design as on the link I put in before.
There's a long, elegant tapering sweep up to the top part, absent in the coloured ones.

Dartington only made their version in clear, midnight and kingfisher.  A flame red one would be the only other possibility I would guess, not that I am suggesting one exists. ;D

The exact stopper shape should be used to determine whether or not a teal/kingfisher decanter is Dartington or not, I suppose.
