Just a guess but J Gentile comes to mind , i have a couple of their weights , but i am sure i will get shot down .

Toledo, Ohio was the home to the big and famous Libbey Glass factory, and it could be that the paperweight would have been made locally. I think Gentile are in West Virginia.  However, I recall from a talk at a recent PCA Conference that over 100 glass factories in the US Mid West made some paperweights...and that attributing individual weights to particular factories was often extremely difficult.

I was thinking I had read or came across something at one time about Libby glass and weights like this. I think your response Alan pretty much confirms my first instinct.
