I don't know if this is Czech or British, but I'm guessing that it's circa 1900 or thereabouts.

Do you think it is a Kralik overshot piece? The color, texture, and style look like them to me.

That was my initial guess, but I'm not familiar enough with Kralik or the time period to say anything. I saw one that looked similar that was attributed to Stevens & Williams. I love the blue glass with that foot. It looks so "chilly".
