ID help with a cobalt blue vase handpainted with flowers

On behalf of a friend who likes this cobalt blue vase.
It appears to have applied flowers made of another material which are then (roughly) painted over by hand.

I've got one myself, but I have no idea what the flowers are made of!  They look like some sort of plaster.  It's from Murano.  I saw (and filmed) them being decorated when I was there a few years ago.

Highrise enamel and gold, also known as Terzo Fuoco (three times fired - the enamel and the gold need to be fused on in seperate operations).
They indeed make this sort of work in and around Murano - but the largest producers are from the Czech Republic, notably Anton Rückl at Vcelnicka - but there must be a dozen others there as well. The difference between Italian and Czech produce is very hard to see, I think there are only stylistic indications not technical.
