Schwarzlot Like Decanter?

Hi Everyone,
Any ideas as to who, what, where and when w/regard to this heavy decanter? Believe it is molded. The stopper and base are numbered "163". Is the decoration a transfer of some sort? Thanks, Lenore.

Hi,
Would like to go ahead and list this decanter for sale but am very stumped as to how to descibe the decoration. Do you think it is handpainted or like a piece of tranfer tape. Thanks ever so much for any info, thoughts, etc.!
