As soon as I hear "Moser" I am struck with an instant sense of despondency - the sheer volume of shyte that has been attributed to this long standing Karlovy Vary manufacturer is amazing. Traditionally, White house drinking glasses (currently doing overtime, I believe - especially the tumblers) were supplied by Moser, which makes it a household name with the Mercan public.
But here Moser might not just be a just a wild attribution. The item is quite close to their actual manufacturing range. Being dinnerware you'd need a set of 12 or better 18 to make it interesting for the trade, of course, but the maker might concevably be as suggested.
