need help with a cased vase with iridescent stand

upper part is cased with a light slate blue to violet inner layer and bevelled opening
the stand is in iridescent blue glass with traces of age underneath
there is a clear glass ring between these two parts

never seen such a piece before, my first thought: 1920's and maybe french?
don't even know why this was my first thought...
any ideas are welcome
