Blue Vase or Glass maker unknown

Hi i found this recently in a local trodelmarkt, the blue segments are within the glass, anyone have any idea who made it?

It looks as if it could be Czech or Bohemian, Kev. What's the base like on it? Is it blue cut to clear, or is it cut and blue stained?
