Hi Frank,
Clearly a Cristalleries de St Louis, Lorraine, piece, so Vincent was possibly the designer of the image, and as the piece has initials to the rear, probably reflecting the engraver.

Thanks. I had wondered but could find nothing linking St Louis to Lorraine. Lorraine is not even included as a region in a 1907 trade directory... should have Googled - sometimes surrounded by a pile of books to edit sites and forget to look on-line  :-[
