Yes, your piece is a Maytum candle wick holder. I have one too but a different design and artist. The wick is missing out of your piece. My piece also has a missing wick. The wick holder is made of clear glass and the wick fits inside of it. Here is an example of what I am talking about. http://www.worthpoint.com/worthopedia/maytum-candle-hand-blown-hand-painted
Maytum no longer exists and their pieces are quality pieces.

I agree it is a Maytum Studio piece. I thingk it is not a vase at all but in fact an oil lamp base with the brass fitting missing. Some where I have a photo of an oil lamp from Washington State (can't remeber the maker's name right now) which has the same "pear" shape. Maytum did make oil lamps.
Here are photos of two different types of wick system that may have been in your base.
