Hi Frank,
The base - not very good at describing metal - but here goes... it is a rather tarnished, shiny, tinny sort of metal  ::) not the aluminium seen on a lot of the English pressed glass, not silver or silver plate not chrome errm just tinny  :spls: but it does have the word ENGLAND stamped on it. Underneath is not much to see but a plastic insert to hold the vase. I will have to dismantle it all later to post a pic as I have no camera batteries at the moment.

1970's earliest. Glass part is not necessarily English.

I did see something very similar in a green uranium opaline go for more than I was prepared to pay on fleabay. Can't remember what the holder was like but the jug was similar. For that one I'd have guessed French 1930s

The base is a plated metal if it is brass it will be earlier rather than later and the colour of the brass varies with time as more use of cheaper constituents in the metal. It looks like it has been stamped out of flat sheet and the 'England' added manually after stamping.
