White vase with blue outer layer

Hello again, this vase caught my eye some years ago, it is white inside and has a blue outer layer, it is a bit darker than in the photo, it's 14 inches tall and I wondered if anyone can tell me a maker or it's age please, and I must say how much I am enjoying looking at all of the lovely glass on this site and thanks again to david.
