There appear to be chips in the enamel or it could be that it was partly transfer printed and then handpainted. If modern it is also possible for the frosting to be a coating too, if the enamel has chipped and the glass under is still frosted that is less likely. All fused to the glass by firing.

Hello everyone!

I have taken some more pictures of the bottom outside so that you can see the details.

As far as the frosted look, does not appear to be a coating.
