Rubina Footed Glass maybe Moser or Webb?

I am unsure as to who made this footed piece.

Has a Rubina type color with gold.

The gold seems somewhat detailed.

The top of the foot has a gold ring also on the foot is a double gold ring.

There is gold painted on the rim of the glass, I don't mean around the rim, its right on top of the rim.

Measures about 6" high and has an optic bowl

Any ideas????

I was hoping someone would come along with more information than I can provide.  I can give it a bump, though, and say I doubt it's Moser.  Also, the foot isn't typical of early (pre-WWI, early in the US!) Bohemian glass.
