Sadly no one in the US knows who made these. They are shown in Jerry Gallagher's book
A Handbook of Old Morgantown Glass and it says;
"from the Kennedy Collection, is truly a "neat" cocktail, in more ways than one! The crystal clarity of the molded 'figural stem' is worthy of Morgantown, and the blue of the bowl and foot is 'identical' to the copen blue of the Guild Era! Even though this is probably a World War II 'Commemorative', it is included in this section, ...
falls into the "Hope-They-Are-Morgantown" category."
If you find documentation on these there's a whole lot of people wanting to know!

The large stem is 6 3/4" tall. Thanks for looking.
