Silver top twisted vase, green spots, poss london 1890

Just got this little vase, 21cm, silver top, 6 ridges, with green spots. No pontil, just a bit
pitted, but smooth. Ridges are sort of double strands.
Hallmark very worn, cannot get a picture, i think its possibly 1890 London,
theres a P, a Lion, and what could be a Leopard or shield, i suspect leopard, for London.
Any ideas on the vase, English, London? (Powell?) or import, Bohemian?
